Record notice: While NRS is actively encouraging affected parties to come forward and make their cases public, many operators remain understandably unwilling to do so because of fear of retaliation, recognition risk, or future adverse treatment within the RIR system. As a result, portions of the underlying registry record must, at least for now, remain partially classified. This does not reduce the evidentiary value of the archive; it reflects the pressure environment in which these cases arise.
NRS is nevertheless willing to document cases confidentially, even where publication is not yet possible, so they can be preserved as part of a factual historical record for future accountability. This is a continuously updated documented case archive, used to reorganize fragmented incidents into searchable systemic evidence.

Methodology
Cases are reviewed against a structured evidence standard. Publication is based on verifiability, relevance, and systemic significance. Evidence levels define publication confidence. Inclusion requires documentary or attributable support. Economic exposure is estimated conservatively. Corrections and updates are recorded over time.
